भारत में विदेशी वित्तपोषित (Foreign Funded) NGOs पर एक आलोचनात्मक दृष्टिपात — मधु पूर्णिमा किश्वर की संगम व्याख्यान

‘मानुषी’ पत्रिका एवं मानवाधिकार व महिला अधिकार संस्था की उत्पत्ति तब हुई थी जब भारत में विदेशी/ पश्चिमी निधियन संस्थाएँ ज़ोर शोर से ग़ैर सरकारी संगठनों (NGOs) तथा सामाजिक विज्ञान अनुसंधान में निवेश कर रहीं थीं।

मैं उन गिने चुने लोगों में हूँ जिन्होंने इन फ़ौरन फंडेड संस्थाओं का उत्थान तथा भारत की राजनैतिक, सामाजिक, आर्थिक यहाँ तक कि नैतिक व क़ानूनी कार्यशैली में अनाधिकृत हस्तक्षेप देखा है। ‘मानुषी’ ने इन चुनौतियों से जूझ कर भी अपना एक अलग स्थान अर्जित किया है।

क्या भारतीय जनता पार्टी इस संकट मय परिस्थिति को नियंत्रित कर पाएगी? या इन संस्थानों का हस्तक्षेप यूँ ही बना रहेगा? इनका महत्व गौण करने का उपाय क्या होगा?

Critical Look at Foreign Funded/Foreign Backed NGOs in India The birth of MANUSHI as a journal and a human rights/ women’s rights organization coincided with the period when western donor agencies stepped in a big way to fund activist NGOs and Social Science research in India.

While MANUSHI took a vow right at its inception that it would not accept money from any foreign donor agency, most of the social organizations that sprang in the late 1970’s early 1980s fell into the clutches of foreign donor agencies with great gusto.

I am one of the few to have witnessed from close the process through which foreign funded NGOs acquired the clout to not only define political, social and economic agendas of the country but also came to dominate policy and law making. And yet MANUSHI stood apart. For this defiance, it paid a heavy price.

Has BJP government managed to bring the menace under check? Or do these NGOs and academics still rule the roost? If so, what is the way to marginalize their role?
